I seem to recall that the tensioner for that car was a large piece of hardware with a removable tensioning spring and the only normally serviced piece was the pulley. Also, removing the top motor mount made the job much easier and quicker. It’s been a while though.
This resembles the serpentine belt tensioner that I am familiar with on Toyota 4 cylinders with a timing chain.

Yup, the upper mount needs to be removed to replace the tensioner.
When I do my serp belt, I remove the splash panel and thread it from the bottom, but I need a helper to hold the tensioner back while I do so.
The official procedure describes removing the wheel and the outer wheel well liner, but since I can’t work bent over and don’t have a rack, removing the wheel creates pain that’ll stop the process. So I’ve had to improvise.
