I have a 1998 Avalon that I believe has a power steering pump problem and/or belt problem. When temp. is below 45 degrees it becomes difficult to turn wheels until engine warms up. If its just the belt -what is the cost to replace. If it’s the pump - how much? …and if it is the rack (whatever that is) how much and is it worth it - car has 197,000 miles but looks good and engine runs fine
