WY has 200 highway patrol officers for the entire state. That includes everyone who patrols / monitors the weigh in for the trucks. (Hope we got that correctly) So unless you are really exceeding the speed limit and someone is actually watching; chances are good you are not going to get a ticket.
CO has more but still there are lot of roads to cover.
