Switching them UP does nothing?
Half of the used cars that I’ve purchased came with 40’ of odd wiring, cheap anti theft devices and useless switches to be removed. I don’t look for the perfect 9 year old car, that wouldn’t be much of an adventure.
I would suspect those switches were for supplemental front lighting. The screw holes in the panel under the radio may have been for a cellular phone stand.
I would definitely pass. This car is at the 9 year mark on the battery. My experience is 10 years is the life expectancy for a Prius traction battery. The replacement is going to be pretty expensive and only worth it if you are going to get this cheap. Short time owner is huge red flag for me. Toggles are big mystery, but does not matter you if you aren’t going to buy it.
