Low voltage into ignition switch - ideas?

Hi, I have a no crank situation where I have done the following…

-Tested battery & starter (both good)
-Cleaned grounds (Chassis, top of transmission & from starter)
-Tested fuses

Best voltage reading going into the ignition switch is 8V. When I turn the key, I have about 6v going out to the starter.

I’m thinking the ignition switch might be fine & my problem lies with a another ground somewhere? Car is a 2012 Fiat 500.

Thoughts?

what is voltage at battery with key off?
What is voltage at battery with key on?

Also, how was the battery tested?

something is consuming power upstream of the ignition switch. look there. if there were a short to ground, the voltage would read lower than 6v (zero).
