Typically, yes. But, many cars have the fuel sender unit sharing the connector and wire harness with the fuel pump. Any problems here preventing the fuel pump from working may affect the fuel gauge. Also, there could be a contamination or corrosion problem in the tank leading to a bad fuel pump and simultaneously a bad fuel sending unit.
