Is WD-40 an acceptable lubricant for the hood release in my car?
spray white lithium grease is better. It lasts longer than WD 40 per application.
WD-40 is NOT a lubricant. WD stands for Water Displacement. It was designed to remove water.
Before you use any lubricant, first clean the latch and possibly springs with something like Gumout. Then wipe with a rag. When it dries use what is recommended in the owners manual. Some of these systems work best DRY.

You can buy it in spray (with straw) or small tube. I have both.
