The problem with the VW bumpers was actually the two weak bumper supports. They commonly rusted where they were attached to the body and there were repair patches to be welded in when they rusted out. If there was anything to weld to. My dad, bless his sole, managed to get the things welded on to rusted metal but it wasn’t easy. A stronger bumper would have just insured the supports were torn away from the body.
