In a word no. There are several people a day asking about these SCAMS. For it to work it would need to violate the Conservation of energy law of thermodynamics, which has never been done. Mother Nature is very good at enforcing her laws.
Everyone would like better mileage just as everyone would like to win the lottery which is why you get all that e-mail and notices that you won the Nigeria lottery.
