While driving, I get a vibration in the front end and steering wheel. While trying to slow down to a stop at 55 or 60-no problem but when I get down to about 45 I get the vibration. But when I get down to about 25 mph, it goes away and is normal to 0 speed. I switched the front and rear tires with no improvement.
Can you advise?

You could have worn out tie rods. For your safety and the safety of others on the road get a pro to check the tie rods and ball joints. Any motion of the steering wheel is a very dangerous symptom.
