Error message on fuel gauge

I get an error message on my fuel gauge on my 2000 Lincoln continental. The gauge reads empty all the time. Someone said it’s the sending unit, but I’m not sure. Could it be a fuse or something else?

I had an old 98 Mark 7 which had a problem like that what it turned out to be was a bad ground in the inst. cluster check that?
