I have changed radiator cap & there is no coolant circulating even when at 199. But you can remove cap it is luke warm
Is the water pump in good condition? Drive belt tight?
Coolant up to full mark?
Engine heats up/overheats?
Upper and lower rad hoses: upper hot and lower cold?
