You have a point there. Seems reasonable that penalty for riding bicycle a little over the limit should be less than driving car. I don’t think a driver’s license is even required to ride a bicycle in Calif on public roads, so it seems like it would be unfair to suspend a bicyclist’s DL if caught bike-riding intoxicated.

Yeah, I’d hate to be the judge to sort out all the conflicts of interests. On the one hand a mother would like to see her daughter be able to drive to the college library for a late night study session, and back and return safely; on the other hand judge has to consider folks who don’t want to go to the library to study, and instead stop into the local pub for some drinks, and the interests of the bar/restaurant owner who wants to provide the drinks & make a little profit. Hard to sort out all the competing interests.

Like I said it’s an emotional issue. Sure we want everyone safe and don’t want people drunk on pot or alcohol or drugs. But in life you have to be vigilant and prepare to avoid when someone else makes a mistake. No legislation will eliminate the hazards in life.
I think it was in mass a few weeks ago where a political type got hit and killed late at night. Don’t remember the particulars of why the five guys had stopped the car but the one killed was in the road. Same thing in sd when a drunk ag swerved and hit a guy walking with traffic late at night. Gotta always face traffic if you are going to walk and be ready to hit the ditch. Not everything can be prevented but some can.
In 1959 my cousin was killed when he hit a bridge on a dark and rainy night. He was coming home from an army reserve meeting. Now I’ve never asked or said anything, but it was common practice to have a drink or two after reserve meetings. Builds spir de cor and all. I suspect he had at least two and maybe more. Just enough to dull the senses. Nice guy, bad deal all around. Gotta be personal decisions though. Classmate also killed near the same place. Had a fight with her boy friend so was not thinking clearly. So we add emotions to booze and pot and meth etc.

Putting all the semantics of what is a vehicle in what jurisdiction. Even being a pedestrian drunk in a lot/most/ maybe all jurisdictions is illegal. It’s called by various names “public drunkenness, public intoxication, drunk in public. I was sitting on my front porch having a couple beers and a cop actually stopped to tell me I had to either go inside or somewhere I could not be seen from the public road or sidewalk. Apparently in VA if you can be seen from any public access (road, sidewalk, bike trail etc…) you are technically in violation of the “drinking in public” statute, even if you on your own property. Except within the confines of your home, because if someone has to look through your window to see you then they are committing a crime themselves. And of course drinking is permitted in public bars and even outdoors if you apply and pay for the appropriate permits.
I did my own since I did not want to be that close to a person other than my wife. I could not be masked and get a haircut, so I did not get one. I managed adequate trims with a haircut trimmer with various length clips and with my wife doing the back of my head and neck. I looked presentable, mostly, but had little need to be even “presentable” as I had retired, which I had planned for in October 2019, just as the pandemic began. I waited until I and the barber were vaccinated before I went. Interestingly, near the start of the pandemic, the Costco trimmers were sold out for about 6 weeks, so I was not the only one!

I was one of the ones who snagged Costco’s Braun trimmers in the early days of the Pandemic. I did have some practice–many years ago–when I began to cut my invalid father’s hair, but by 2020 I was out of practice, and cutting one’s own hair is much harder than cutting someone else’s hair.
After a few so-so results, I finally got the hang of it, and I now doubt if I will ever need to return to a barbershop again.

There’s nothing in the infrastructure bill that gives the government a kill switch. If implemented (which it won’t be because of technical problems) it would be a local-control kill switch. Booze on your breath = no start. It’ll work the same as a starter-kill switch on a car alarm, which does not have to check in with three-letter agencies before you can disarm it.
Don’t get me wrong, I’m not wild about that solution either - I don’t think it’ll work, and I’d rather just empty out the jails of all the spurious convictions and replace the population with drunk drivers. But it’s a pretty long road from “the car won’t start if the breathalyzer doesn’t enable the circuit” to “the gubmint’s gonna geofence my travel!”
Friend owns beauty salon, cuts hair for living. She told me if all the hairs on your head are the same length, that’s the start of a pretty good hair cut. Just needs a little trimming here and there beyond that. Note “all the same length” doesn’t mean they all end at the same place. Each hair start at a different places so they all end at different places, yields a layered, neat appearance. A good pair of barber scissors is usually the best tool choice for diy’ers. That’s what I use. $40-$50 or so, I bought at Sally’s beauty supply. Two mirrors, fixed mirror in front, hold the portable (hand) mirror behind in non-scissors hand, just takes a little practice to get the hang of it. Finish up w/razor to get neat rear edge.

While at tech school, a couple of guys chipped in together to buy clipper. After screwing up their trim, went to the First Sergeant claiming the base barbershop did it.
Worked with a retired Navy Corpsman, every two weeks would drive (car related!) fifteen miles to have his hair cut at a base barbershop.
Again - you THINK it’ll reduce the number of people killed by drunks. You have ZERO proof that it will. Just meaningless conjecture.
A would-be car thief might be asking himself that today, after he tried to outrun a pursuing patrol car only to have GM remotely bring the stolen car to a gradual stop, enabling a deputy to walk up and make the arrest. The company even turned on the vehicle’s flashers to reduce the chance it might get hit by another car.
