2002 PT Cruiser - Clock intermittently stops; when this occurs the horn does not function.

Check your owner’s manual and see if the clock and horn are protected by the same fuse. If so, the fuse may be loose in the fuse panel, the contacts where the fuse plugs in are corroded, or the fuse link may sometimes not complete the circuit.
While the horn draws quite a bit of current, it doesn’t draw nearly as much as the starter motor, and I assume the car starts normally.
I had one other thought. The battery cable clamps and the battery posts may need to be cleaned. The starter motor may be able to overcome the resistance with its heavy current draw, but the clock and horn don’t pull as many ampreres. You might try the parking lights when the clock stops and see if they go on.
