Civic transmission

I have a 2001 Civic EX, automatic transmission that has been maintained regularly with 175,000 miles on it. It started to miss shift between 1st and 2nd,and 2nd and 3rd, the engine revs before it goes into gear.Is this a solenoid or is the tranny shot? If its bad is new or rebuilt better?

The first thing you need to check is the transmission fluid. Check both the level and the condition. Sometimes you get symptoms like this because you are low on fluid, but if the fluid is fine, I see a new transmission or a transmission rebuild in your future.

As to whether new or rebuilt is better, new is almost always better, but it really depends on the quality of the rebuild. If you plan to keep the car for another 175,000 miles, the extra exense of a new transmission would be worth it. If you plan on only keeping it for another 25,000 miles, a rebuild should last long enough.
