The fresh air intake for the heating and AC is through the grill work at the wipers. You might remove that piece of trim and clean any residue that fell into the well.
Use ammonia. Pour it on on let it sit a few dozen minutes and hose it off.
Sounds to me like you should power wash the guy that did this.
Be sure to set it to maximum pressure.
