Now wouldn’t you feel bad if George went out and caught the virus? I brushed up on us and world history etc, during the shut down and my admiration for the signers who signed their death warrant if the tyrants would have won.
It doesn’t work that way, the DMV doesn’t have a sales force that promotes vehicle registrations, it is up to you to register your car. You need to obtain a temporary movement permit so you can drive the vehicle to a vehicle emission test station.
Wondering then, why didn’t the DMV write me a letter stating that? Are you saying they aren’t required to respond to taxpayer’s written queries? The taxpayers can write all the letters they like, we’ll just ignore them?
Why didn’t you just call?
Several reasons
- I have no proof I called.
- I have no proof of the content of my call.
- I have no proof what they tell me.
- It can take an hour or more of waiting to get somebody on the line to speak with.
So all in all, other than in an emergency situation, writing a letter is the best method to communicate w/the DMV. If they don’t respond, I’ll just have to accept I’ll be continuing to drive my truck. At some point my truck may fail to proceed and the repair will take too much time to wait without any car to drive. If that occurs, my hand will be forced. Until then, truck-city.
BTW: For those folks who get caught up in a complicated paperwork situation, for example you are appointed to administer an deceased person’s estate, keeping all related communication to the written form between you and the various account representatives will save you a whole lot of time and frustration.

I’m not sure about where you are but, when I lived in NY you could go to the DMV and they would give you a 10-day temp. inspection sticker. this way you can bring it to get fixed if needed before an inspection or go get an inspection.
Heh heh. I remember calling social security to report that my dad had died, but if I wanted the $200 burial money, I would have to make an appointment to make the call. Never heard of making an appointment to call someone but told them to keep the money.
I still haven’t made the 50 mile trip to prove who I am to unlock my on line account. They asked trick questions like what year (30 years ago) did I open a credit card account, and what was a license plate for a previous car? I don’t even know what they are for current cars. So you miss one and you’re locked out and have to make a site visit. Actually, this is one of the better agencies.
Why not? Senators and Representatives send an automatic response stating email received with no answer to question posed.
You could stay on the line for an hour or more waiting for the next available person. Recently SS and other organizations offer me the option of a call back in order of call received. I don’t even have to leave a number. They use caller ID and contact me when they have time. @bing, you say that you don’t like the high cost of government but complain when they don’t have a bloated staff to answer your call immediately. I’ll take the savings and wait for the return call.
That’s reminiscent of the old joke about the two little old ladies who complained that the food at their boarding house was really bad… and that the portions were too small.
That reminds me of a story a friend told. He and another friend shared an apartment. The other guy was a big eater and would plow through cookie at a great rate. My first friend decided to bring home cookies that he liked but the other guy did not. My pal walked in one day after work and found his roomie on the couch eating one cookie after the other and the cookie eater asked why the cookie buyer bought cookies that he knew his roomie didn’t like. The cookies still disappeared at an alarming rate.
I guess I’m not old enough to know that story. At an interview with a couple of geezer lawyers though they told me the story of a girl that they had managed to secure her services for with the proper amount of money. And they concluded her character was determined regardless of the amount of payment supplied, small or large. We were discussing a $50 a month impass. That was 1972 though so guess they are both dead now.
I expect that’s what I’ll have to do so I can legally drive the Corolla to the emission testing place. But before I can do that, I need the registration paperwork. The emissions testing place won’t perform the test without that. That’s what I was asking for in my letter to the DMV. Once they mail me that — if ever — the next step will be obtaining the temp registration. This isn’t an emergency situation from my point of view. I just continue to drive my truck like I’ve been doing since April 2020. This seems an odd policy in a state full of politicians who claim to be pro-environment though.

You can’t get temporary registration, you can get a one-day vehicle moving permit. You must choose the moving date before the permit is issued. If there is not a planned non-operation filed, the registration fees must be paid before the permit is issued.
If a California resident purchases a used car out-of-state, how do they get an emission test performed without registration papers?
No idea. When I first moved to Calif I don’t recall any emissions testing required before I could register the car I brought in from another state. Eventually they’d send me paperwork saying for the next registration it had to be emission tested. My truck in those days even had to pass an emissions test in order to re-register it. No treadmill testing then, they checked the idle exhaust gasses for CO I think. And that all the original configured emissions gadgets remain installed and working. I recall one time the EGR test failed, and I had to replace it with a new one before I could complete the registration process. Later on all vehicles post 1974, emissions test fully waived forever. Good thing, otherwise I’d have probably been walking everywhere the past years … lol …
One funny related story, I got a ticket for an illegal right hand turn at a stop light before I had re-registered the truck. This was one of those intersections where the sign stating the restrictions on right hand turns on red was a full paragraph, took a long time to read. My fault was making the right hand turn at a day/time right hand turns on red were not allowed. Anyway, when I got the ticket the truck still had Colorado license plates. The officer wrote on the ticket the truck had Calif license plates. Judge: Ticket not written correctly, case dismissed ! I walked out of the court smiling, a free man with all the money I walked in with (which wasn’t much, but enough to purchase a hamburger on the way back to work).
Corolla has a PNO on file. The emissions testing place is very close, I’d probably just take the risk of a ticket and drive the car there with an out of date registration. If it didn’t have a PNO, how would I pay the registration without the DMV mailing me the paperwork?
