Can a DIYer change the vacuum switching valve?

I need to have the vacuum switching valve for EGR replaced on my 2000 Toyota Camry LE, 4 Cylinder model. Is it a job for a novice DIY person?

On my earlier vintage Corolla that valve unfortunately is located in a really awkward position, under the intake manifold and between the cylinder head and the firewall. If configured similarly on your Camry, which I expect, I wouldn’t recommend this as a job for a novice diy’er.
