What you experienced in the Escape is Ford’s MyKey system. It allows the owner to set a maximum speed, maximum radio volume,etc. It’s mainly marketed to parents with teenagers but it has fleet applications as well. If the MyKey system wasn’t activated the Escape would’ve gone up it’s factory speed limiter that’s set at 107 MPH.
It doesn’t have enough power to need a governor.
I could see that happening if they had the original motor and trans mission.
My Chevelle was rated 190hp/300tq according to the owner’s manual I bought, I seriously doubt it had even half that due to age and whatnot(original 2bbl 283 motor and powerglide trans as far as I know). I’m almost certain my old Civic would have beaten it in a drag race.
