what is a block test? and one is required if what happens?
How about the rest of the story? Year, mileage history and current issues on your neon. I would guess it is a reference to a engine block issue, maybe someone thinks it may have a cracked block?
Like Joseph, I’d like more info. My first thought was some sort of test on an engine block. Perhaps a pressure test, perhaps radiographic, perhaps magnaflux, perhap dye penetrant, anything is possible.
But perhaps it means putting blocks under the tires and seeing if the clutch slips at idle.
Perhaps it’s a blockage test for an exhaust system or pyrometer mapping of the radiator looking for blocked core passages.
I can tell you that I’m unfamiliar with any standard “block test” of any kind. Without more info I’m at a loss for words.
