It’s typically the sate fire marshal the issues such regulations, though it will vary by state.
I think there’s a sign posted by most pumps that says something to the effect of ‘turn engine off while pumping gas - fire regulation’ but I’ve never seen any reference to the law itself. Like Oscmyers says, maybe with the Fire Marshall.

Can’t comment on the engine thing, except that I’ve also seen the signs, but never a reference to a law. I have noticed that police regularly leave their vehicle running while getting gas. Hmmm…
As for cell phones, I’ve noticed - since this thread started - that those “don’t use your cell” signs are all gone now. I’ve been to a few stations in the past couple weeks, and none of them have those signs anymore. on base and off, they’re all gone. Costco, Sam’s, Wal-mart, several others. no signs anywhere. They used to be on every pump. Another Hmmmm…

As a kid I lived across the street from a station. I saw two fires. One was caused by the driver driving away with the hose still in the filler and the second when the driver hit the wrong peddle and knocked the pump over.
