Latvia apparently has a serious problem with DUI drivers, and and they also have a statute allowing the seizure of a vehicle if the driver is found to have 3 times the legal limit for blood alcohol. There were so many vehicles sitting in government impound lots that they came up with a way of disposing of the cars and simultaneously helping others in a nearby nation.
