99 Chevy Malibu Steering Issue

When driving my '99 Malibu (175,000 miles) on short trips, the steering wheel feels a little tighter than it should and makes a sound as though something is rubbing against something else when I’m turning. The sound is higher pitched and reminds me of rubber on glass. Any ideas?

Steering feels tighter than normal?
Perhaps a restriction in the power steering pump or rack? Is the power steering fluid up to the full mark? Is it clean?

Any rubbing marks on the inside or elsewhere on one of the front tires?
