brake calipers and drums are rusty after 22,000 miles
Not unusual for an infrequently driven vehicle; or if driven through streams, ditches, etc. Another idea, if an usual braking sounde is what makes you think they are rusty, that is likely different problem, pads or shoes worn to the limit for example. .
Seems normal to me, it is three+ years old, could have zero miles, brakes could have surface rust.
You dont have drums, you have rotors. They are cast iron and can develop rust after one rain. Those rotors will have the rust scraped off after a couple of stops. Rusty calipers is just surface rust and doesnt affect their functioning.
Normal for things made of cast iron and exposed to the elements.

There is someone in another thread complaining of rusty calipers of a Mercedes Benz. I replaced the calipers on my Accord and the new calipers started to rust. It’s normal for uncoated steel or cast iron to rust. Don’t worry about it. The metal is thick and topical rust won’t affect functioning of the brakes.
