2017 Subaru Legacy - Problems at Startup

Takes about one minute for Subaru at start up for engine to get to normal is this right.

IF you mean the engine cranks for a full minute before starting then NO that is not normal.
If that is not what you are asking, please restate your question.

Car starts fine but takes at least one minute for engine idle to reduce rpm

Is this the first car that you have ever owned?
I ask that question because it is NORMAL for engines to run at higher RPMs for a minute–or more–after start-up.

Even during warm weather, your engine should run slightly higher RPMs for a minute or so.
During colder weather, it is entirely normal for an engine to run at higher RPMs for a few minutes.
