radio will turn off when ever. at start up the radio goes to bluetooth. the radio is playing when the car has been turned off, hours later.

Which fan? The one in the engine compartment? Or the hvac blower motor fan, inside the passenger compartment?
For the radio problem, suggest the first step is asking your shop for a battery/charging system test.
