one light on other flicker
Well , that is certainly a vague post.
“One if by land and two if by sea”.
I don’t know what the flickering light should indicate.

If I’m reading your post correctly you have one headlight flickering. One likely cause is a bad electrical connection. If you can reach the wire where it connects to the bulb wiggle it and see if it clears up the problem.
