you might have a bad relay for your headlights.
I’d also wonder if the switch might be bad.
Have you considered that both bulbs are bad? Many don’t notice when the first one goes out, only when there is no light at all.

Ask your shop to probe for the proper voltage at the headlight sockets. That’s the first step. Don’t try this yourself unless you know how, b/c on some newer cars the headlight voltage is considerably more than 12 volts.
