horn blows by itself
Horn button broken.
Could also be an intermittent short somewhere, maybe a frayed wire.
It’s a complicated arrangement they got there. The TIPM module receives a digital command from the CCN node of the CAN bus. Hopefully this is just a problem with the horn switch itself. If not you’re probably going to need some Chrysler experienced shop help. Some chance of a sticking horn relay too I suppose. Seems unlikely though. Clock-spring (steering column) problem might be involved though.
