Engine throttle some times when the car is stop

I am going to assume that English is not your native language. Even in broken English please try to explain what is wrong with more words. This might help us better understand and help
So . . . when you’re stopped at a red light, the engine is revving up and down, even though your foot is off of the accelerator pedal?
