My car won’t start or jump start lights come on. When key is on the dashboard lights flicker

Your battery may be so dead it cannot be jumped.

By “won’t start”, do you mean it cranks ok (that rrr rrr rrr sound), but doesn’t catch and run? Or do you mean it doesn’t crank at all, maybe it only clicks when you turn the key to “start”?
