I discovered one day an elongated blurry oval in my rearview mirror that has a thin black line around it. What is it and how do I fix it?
If it is there all the time I would just go by the Volvo dealer and ask them. Or you might look on line for a Volvo forum.
The reflective coating is separating from the glass, it can happen to any mirror. You fix it by replacing the mirror.
It is a flaw in the material on the back side of the mirror.
Replace the mirror. Simple!!! Why waste more time on this, as it cannot be fixed.

The auto darkening oil in the rear view mirror is starting to leak out.
It hasn’t started leaking externally yet. But when it does, that oil will permanently stain anything it comes in contact with.
Get it replaced before that happens.
