All new cables, all new rear brake components, e-brake still will not hold
If you have drum brakes in the rear,you need to adjust the clearance between the shoes and the drum.
Get someone that knows what they are doing to look at it.
Under what conditions ?
Slight slope car in neutral ?
Low gear and full throttle ?
