2000 Civic speedometer sticks

Last week I got an oil change. A few hours later I got on the highway–the only time I really check my speed since the rest of the time I just go with the flow–and saw that my speedometer was sticking at about 17. This sort of comes and goes, but it’s pretty annoying. Any chance the oil change caused the problem?

I change the oil and filter on my 99 Civic - the same as the 2000 in this regard. The filter is in a very tight spot between the engine block and the firewall.

Possibly the speedometer cable was damaged, if it is in the area of the oil filter.
