power is intermitant to front axle as if transmission is failing. I replaced 2 spark plug wires with torn insulation, no help. I have never replaced the transmission filter in 20 years of ownership.
I expect your diagnostic skills are not as large as needed for this particular problem. Take it to a trusted mechanic.

Is it revving but not accelerating? That would be transmission related and no amount of new plug wires will help.
OTOH, I used to own a 2000 Cavalier and I have an oddball theory. The traction control worked by momentarily cutting power. It felt like stalling. Occasionally it would kick in for no discernible reason. In either case, have a good mechanic look it over and see what he recommends.
Then your transmission is probably bad.
