I beleive my starter is going to have to be replaced. What is the cost for a new starter and estimated labor costs? Thanks in advance for your responses

There are many used Neon parts for sale. Check eBay, for example. In fact, I have a spare Neon starter sitting in my garage right now. Yours for $40 plus shipping costs.
