1996 Dodge Ram 1500 takes time to start

First start engine takes around 20 rotations to start. Only if it sets for a period of time is when it does this. If I’m in and out it starts fine. I know that it blows raw gas from the exhaust when this happens.

Do you see gasoline puddling on the pavement when this occurs?

It seems like a common problem of the fuel pump failing to hold pressure after the engine is shut off and loosing the prime. I have not seen one spill gasoline from the tail pipe during start up.
