1994 Honda Accord LX - Fuel Pump

I have a 1994 Honda Accord LX that has been having difficulty starting. I think I have narrowed the problem down to fuel delivery. I heard no whine from the fuel pump so I replaced the main relay and hooked the car up to jumber cables (battery dead from attempted starts). When I turned the key to the ON (II) position the fuel pump turned on and continued running beyond the 2 second prime. I started the car and it ran for a while before dying. When I turned it to the ON position again, there was no whine from the fuel pump.



We had some flooding here in May and had to drive the car through a bit of a puddle so I’m wondering if I have water in a connector in addition to a bad fuel pump or could it be an ECM? Any ideas?

My uneducated guess would be something like a fuel pump relay.
