Our windshield wipers work but will not turn off until the car is turned off. It works on high speed and regular speed but not on the slow speeds. Is there a relay?

If your Saturn’s wiper is wired the same way my 1978 Oldsmobile is wired, the lead to the wiper motor is hot as long as the ignition switch is on. The switch completes the path to the frame of the car (ground). Since the wipers will not turn off, I would suspect the switch or the lead going to the switch. Since you can get more than one speed, my money would be on the switch.
