Cupped tires make a sort of a wup wup wup sound in my experience. When you go fast enough it can make sort of a buzzing sound, but I wouldn’t call that “whistling” myself. Whistling sounds are often caused by things that look like actual whistles, for example an aluminum tube type roof rack where one of the little plastic things at the end of a tube has fallen off. I get some whistling noises on my Corolla whenever I’m carrying my mt. bike on its bike rack. I’m not sure if it is due to the rack or the bike though.
