As soon as my start the car up it makes like a turbo trying to wind up and it only lasts for about 2 seconds and then goes away it does not happen all the time
Check the level and condition of your power steering fluid.

If you have an automatic transmission (you don’t say) check the fluid level on that, too.
Does the whine sound like you have held the key to the start position too long? The starter gear might be slow to return to its parked position.
The overrunning clutch in the starter may be wearing out.

Yeah, I had that once on a brand new $300 starter. The motor didn’t shut off after starting the car. Only did it once though and never again.
