If the noise were from the power steering pump, it would sound the same with the car on the ground vs lifted. If you had to jack up the car to replicate the noise, it is not from the steering.
There is much more exhaust back pressure while driving compared to freewheeling with the vehicle off the ground, an exhaust noise will be much greater while driving.
Someone familiar with automobiles should be able to identify the noise during a road test, you may need to have a professional check this for you.
Find a pro shop and drop the vehicle off and let them check it out…

Well I repeated the power steering bleeding procedure with all four tires on the ground. I did not hear a whine sound while going from left to right, but did hear a very audible and pronounced whine sound while in the max left or right position of the steering wheel. I also heard this sound with all four tires up in the air. Is this normal, a whine sound with the steering wheel in the maximum left or right position? Or is this a sign that the pump is failing. Additionally, I went for a test drive after repeating the procedure with all four tires up in the air, still a whine sound while accelerating.

The power steering doesn’t need any bleeding maintenance, just keep the reservoir full.
The OP keeps looking for a problem where there a’int one.

Thanks for confirming that a whine sound while in the maximum left or maximum right position is considered normal.
I’ve recorded the whine sound I hear while accelerating. Sorry in advance for the wind sound. Not sure how to get around the wind sound captured by the camera while accelerating, but you can still hear the whine I’m referencing

Not sure if it’s related, but on a cold start when going in reverse, I hear a very loud rumble/whine sound
1st video, if you can’t hear the noise any better than that and it is not getting louder or affecting the driving of the car, then I would stop obsessing over it…
2nd video, sounds like a engine/transmission mount is weak or broke…

I got under my car today to do something else, and looked up at the power steering up to check it out.
It looks like it is leaking at one of the joints were the hose enters the pump body. This is strange to me as its not showing up as a loss of fluid in the reservoir. Might just be seepage.
I take if the leak is not significant enough to show up on the reservoir, don’t even bother ??? Or should I replace it sense it’s leaking, and I’m hearing whine sounds.
I’ll take a video of the motor mounts later. The engine ones, and the one in the front I have a a good view of and can rock the car back and forth amd see the play. The transmission one is to hidden to do this for it. All motor mounts are intact and not broken though.
