What does "per se dui" mean?

Recent podcasts feature a light-hearted listener-letter about the electric-brake controversy; i.e. can two people know less than one? … lol … Tom seems to be taken by the use of that phrase, but I have no idea what it means. Anybody know? It may not actually be “per se dui”, just sounds like that to me.

Is it possible that Tom was suggesting that someone was intoxicated?

Could be. But intoxication doesn’t seem much related to the letter’s basic theme. I thought it was more along the lines of “OMG!!!”.
