Volvo 240 fuel system

My 1991 240 left me on the side of the road yesterday awaiting a tow truck. It had been running fine previously, and I had just pulled into a gas station to get fuel after driving about 130 miles on the highway. After fueling i turned the key and got the starter to engage, but the engine would not turn over. It seemed to me like it wasn’t getting fuel, I removed the air filter and examed the spark plugs but nothing seemed out of place. There are no service lights on either. Any help?

I’m confused. “the engine would not turn over” is very different from “it wasn’t getting fuel”. The latter would have the engine turn over but not start. Which is it?
