Washington has the same emissions rules as California and there’s an exemption for vehicles with over 7,500mi on the odometer.

The rear window opens and was probably left up until the guy climbed out the back, at least that’s what i’m picturing. Then the attempt was made to strap it down.
Drive it in off a raised platform or ramp. Open the rear hatch and roll out. Close the hatch and strap the SUV as shown, then drive off.
