When properly applied a cold cap re-cap can be as safe as a new tire but apparently someone failed to dot all the “i’s” and cross all the “t’s”. Needless to say that truck isn’t going very far before needing some attention.
That reminds me of mitosis (cell division).

It’s impressive that it didn’t explode.
I don’t think it moved yet but when it move’s it will not take long to explode.
