With out something to reference them against they look pretty normal to me.
Maybe you drive over the curb or something. OTOH our city gets a little anal about the number of off street parking spaces for a business, apartment, etc. Maybe this was a way to meet the required spaces? Who’s to argue? They needed a couple more spaces and there they are.
I’m trying to earn a badge promotion.
Does the OP mean to tell us that you’re not supposed to park in back of people, perpendicular to the other cars, so that you block their egress?

Yeah, let’s hope there’s not street parking too. That would really block a guy in.

Those two spots (to the left) are up against a sidewalk, which borders a curb on the busy, 5 lane road. No street parking allowed. No access to those spots from the street, without curb jumping.
The spot to the right (with the rust stain in it) effectively blocks access to those two spots to the left. Yes, probably motorcycles could access it, depending on the size of whatever parks in that right spot.
It appears to be a lovely example of poor planning
If you were really desperate you could curb jump to get in or out. It seems like a last resort though.
I can just hear the guys running the paint striping equipment. “Well Jim that’s pretty stupid. That’s what the plan says. Just paint the stripes. Not our problem the guy’s an idiot. Hurry up though, its lunch time.”

Keep in mind that codes often require businesses to have a certain number of parking spaces based on the square footage of the building. Maybe someone is cheating here to meet that number.
I’d vote for the illogical means of meeting code. ( rather than the usual skinny spaces to meet the numbers. Half of those I can never fit my Expedition in )
Much like the massive number of handicap parking spaces at our Home Depot… based solely on the massive acreage of their parking lot and resulting total number of parking spaces…there are so many that it looks as if they’re closed and nobody is in their parking lot !
Our Home Depot stores have lots of handicap spaces too, as does Lowe’s. Being handicapped, I offer them my deepest thanks.
Here in NH and MA some idiot businesses came up with the idea that by creating SMALLER parking spaces they’ll increase their number of patrons. It was the exact opposite. If you own a full size car or mid (or larger SUV or Pickup) you can’t fit into these spaces…then those drivers end up taking TWO up spots. So the business use to have 20 parking spots…they made them smaller and were able to add 10 more making 30…But because many vehicles were taking up two spots…only 15 -18 vehicles were able to park there. They actually DECREASED the number of patrons that can park there.
Mike, I’ve noticed that too, The spaces in the TJ Max parking lot in Manchester are so small it’s insane. A Suburban will sit on top of the lines on both sides.
The least they could do is LABEL the narrow spaces as ‘‘small car’’ spaces like they do at Coronado Mall in Albuquerque .

I have lost count of how many times I have seen Escalades, Expeditions, Suburbans, and Armadas parked in spaces labeled “small car”, and–of course–they wind up impeding the flow of traffic that has to creep around the protruding vehicle.
I wonder…Does the size of one’s vehicle have a negative effect on reading comprehension?
Actually, I think what they should do is simply return the parking spaces to a usable size. The small spaces are ridiculous.
