The 1995 Subaru Lagacy wagon has two fuel gauge senders, one on drivers side and the other on the passinger sdie. This is due to the rear drive axle. Both do indeed have access ports. Lift the rear seat.

Voila, I believe that you are correct–mostly.
The reason for two sending units is actually because the gas tank overlaps the drive shaft, rather than the rear axle, but you are correct that there are two sending units, as well as a jet-type pump that equalizes gasoline in the two portions of the tank.
