can this be just a bad bulb or is it the projector it self
Not a very interesting picture .
The feedback frequencies from those bulbs will destroy your headlights in very short order. And they are very expensive to replace on your year, make and model of car! I’d stop using them, especially in car park garages right away before damage occurs! 
That is the proper headlight pattern, the upper cut line should be lower at left-of-center location of the light.
