Saturn L200 won't shift out of Park when it rains or sub-freezing

Saturn L200 won’t shift out of Park when it rains a day or more or in sub-freezing weather. engine always turns over, all electrical works and steering wheel not locked. If dry for couple of days then problem does not exist. In sub-freezing weather after car warms up for 5 minutes or more then can shift out of Park. Saturn cannot duplicate problem. Nothing has been spilled on console.
